It was late 1977, but early in the career of a Yale-educated attorney named Alfred Webre, a senior policy analyst with offices at the Center for the Study of Social Policy at Stanford Research Institute (SRI). Webre had no reason to think that trouble was brewing; he was, in fact, on the verge of an historic success: The young lawyer had successfully initiated a high-level research project on extraterrestrial policy analysis. The project was the first of its kind, and would operate under the auspices of President Jimmy Carter’s new domestic White House staff. Carter had publicly claimed, while governor of Georgia, that he had personally witnessed a UFO in 1969; he would now reportedly bring the weight of his presidency into an investigation of the possible ET presence. Webre and SRI would take him up on it.

Having gained White House approval for his project, Webre was now set to work in collaboration with NASA director James Fletcher and the National Science Foundation. Oversight of the project had just began within the domestic policy staff of the White House, and Webre had for several months been regularly reporting to staffers in the Executive Office Building. But something was about to go very wrong: The Pentagon had a stake, too—what we today believe to be a perceived strategic imperative to cover up the ET presence. Accordingly, the Department of Defense sent a special representative to a meeting with Webre and his boss at SRI; also present was Peter Schwartz (today the chairman of the Global Business Network).

The Pentagon representative got right to the point: SRI had to terminate the project. The three were shocked. Project must end, they were told point blank, or the DoD would pull all Pentagon funding from SRI projects—which was considerable. SRI soon complied under pressure, but Webre was infuriated. Webre protested in every possible manner, letting it be known that he was also reflecting the displeasure of others in the U.S. civilian government. And then it happened—Webre describes it in his
testimony to Steven Greer’s Disclosure Project: He was suddenly hit by powerful electromagnetic weapons (“EM weapons”) and other related mind-control techniques, on three separate occasions. In the first hit, he became massively ill within minutes, having to cancel a very important meeting. He somehow made it back to Palo Alto and his office. He was then hit again and again, silently but severely, and was now reeling from the effect. He also now found himself under constant surveillance by agents, both plain-clothed and in uniform. Before long, Webre, at this point under continuous pressure and surveillance, experienced a health crisis and a breakdown, and even hospitalization.

Alfred Webre soon fully recovered, but the damage was done. Through blackmail and intimidation, the Pentagon had unlawfully terminated a project at a prestigious institution that had been authorized by the White House in connection with NASA and the National Science Foundation. It had, apparently, deployed EM weapons against a prominent U.S. citizen, presumably to teach Webre—and those around him, including President Carter—an unforgettable lesson. Fast forward to 2005.

About a dozen people in the San Francisco Bay Area and elsewhere are working on the issue of “9/11 truth.” (In this account, initials are used for all names to protect their privacy.) The loose-knit group was fervently building an historic citizen’s movement
around a newly founded umbrella organization called “911truth.org.” This organization had, for example, just assembled a now-famous petition called the “9/11 Truth Statement” that contained the names 100 prominent Americans calling for a new 9/11
investigation. (One of the signatories was Van Jones, who was later forced out of a position at the Obama White House for his involvement with this petition.) 911truth.org had also compiled and presented a lengthy dossier of 9/11 evidence to Eliot Spitzer, then attorney general of New York state, calling for him to investigate.

I myself was a 911truth.org board member and also worked as a marketing contractor for the whistleblower along with several others, while running a small book publishing company. In late 2004, I had produced a national conference called “9/11
Truth Convergence” that included a number of prominent activist speakers and authors, including a New York Times bestselling journalist and author, J.M., whose book on 9/11 I had just published.

This was the situation on the ground—when “it” happened.

Just as the work of this motley collection of activists and thinkers was gaining traction nationally, people in and around the group began falling sick. Individuals reported strange symptoms, disturbing signs of physiological effects, known as “bioeffects”
in the intelligence community. They reflected a familiar pattern with several variations. During a period of weeks, many (but not all of the activists) experienced an odd, sometimes flu-like, “electrical” feeling. The more discerning ones among them reported that a discrete energy had seemingly—and silently—entered their body. They could feel a stinging, tingling, painful sensation sometimes centered at the throat, other times the heart or the hara (so-called third “chakra” just below the belly button), or at
times infusing the entire body, often moving and branching out quickly from the point of entry. The feeling was immediately disagreeable and negative. Many began to experience sleeplessness, disorientation, exhaustion, depression, and anxiety—but always accompanied by a foul physiological feeling. These were some of the reports I collected:

“It was a nondescript toxic feeling.”

“I had a spasm in my back on the ribs—whole area was swollen—and the effect was debilitating. Had difficulty even turning over in bed.”

“Some days it is purely emotional: I was losing it all day and crying.”

“It came in and my whole body was electrified. Came in at the chest.”

“All my thoughts were ‘terminal.’”


“For the first 40 minutes my heart was uncontrollable, just racing and racing. My chest was so constricted that I thought I couldn’t breathe!”


In time, it became clear that this negative feeling usually struck the victim at regular times and on particular days of the week, although for some it was as if a remote device had been beamed at the person 24/7, and was barely discernable. For those who experienced periodicity, there was a different pattern for each one.

M.J. was every three days. F.C. every two days. C.B. was once a week. In my own case, I was usually hit on Tuesdays, Thursdays, and Saturdays over a period of three months. Yet others, perhaps less sensitive, simply went to bed sick or depleted, without the felt experience of an energy source hitting them at a specific time or place on the body; they were sick nonetheless for no clear reason.

With so many reporting strange effects or illness, the group soon compared notes. The phenomenon was at first thought by some to be powerful “psychic attacks.” But these attacks were unstoppable—we soon learned that psychic attacks can be
interdicted—and these energies were much more efficient than those resulting from human-generated attack. No, it was clear that the group had been targeted by some sort of electromagnetic weapon, though many denied its very possibility.

And this example, close to home for me, illustrates the triple-danger faced by so many activists:

First, we are vulnerable by virtue of being activists who are operating in dangerous times in the visible, public arena.

Second, most of us are barely aware of the tools being deployed in this silent holocaust.

Third, many are naïve about the willingness of opponents powerful, well-funded, Machievellian opponents to use these tools. Few of us can fathom that experiments similar to those that took place in the MK-Ultra era still take place.

We were soon to learn the truth by working with a more advanced healer and psychic who assisted us: In 2005, we activists were nothing less than a test-site for EM weapons. (For the story of the aftermath, see Appendix A.)

These are just two cases I personally know of and have rigorously researched. But it is likely today that hundreds and perhaps thousands of Americans and overseas victims are now, this very moment, being targeted by so-called “psychotronics” or directed energy weapons (DEW), weapons secretly deployed in a brave new world of covert and overt warfare. Such “neuroweapons” are directed at the human nervous system and the brain itself, come in many varieties, and are used worldwide against activists and “enemies of the state”—and increasingly, are being deployed in random criminal actions against innocents who, like we were, are likely set up as test-sites for the devices.

DEW technology is now mature and poised for use on overseas and domestic battlefields. When understood in connection with massive energy-related projects like HAARP (see below) as well as the aerosol spraying of earth’s atmosphere (known
colloquially as “chemtrails”)—which turn the entire planet into a site for “Star-Wars” energy warfare—this phenomenon truly constitutes a silent holocaust.

These quiet new tools of covert attack we will review in this piece make our long- past innocence about inviolability of personal sovereignty seem outdated and primitive by contrast. For there was once a time when the human brain, the precious human mind that it houses it, and the “biofield” that envelops both—belonged in a domain protected both in the U.S. Constitution. One upon a time, human consciousness represented the sacrosanct site of thought and choice. The brain/mind was the inviolable domain reserved for the personal discovery of truth, the site of the private pursuit of happiness; the once-sovereign inner world of human free will.

But today, our bodies and inner world are fair game for government “mind control,” a leap beyond the more familiar world of manipulative corporate advertising. And perhaps the most vicious means of controlling and terrifying citizens—short of shooting them—are the new weapons now in the hands of defense-department funded neuroscientists and “neurotechnologists,” and beyond them, an underground world of compartmentalized contractors who actually deploy electromagnetic weapons on targets
selected by their superiors. And DEWs are just one category of tools in the current mind-control apparatus, just one division of the armamentarium now technically classed as “nonlethal weapons.”

Such electromagnetic weapons—also known as “new weapons,” exotic weapons, EM weapons, MC (“mind control”) weapons, political control technology, or psychotronics—are available in an incredible range of uses in the electromagnetic spectrum and beyond. “The weapons operate at the speed of light; they can kill, torture and enslave; but the public are largely unaware that they exist, because these weapons operate by stealth and leave no physical evidence,” writes Harlan Girard of the Institute
of Science in Society in London. “By widely dispersing the involuntary human test-subjects, and vehemently attacking their credibility, it has been possible for the United States to proceed with these human experiments unhindered by discussions or criticisms, let alone opposition.” (x) There is even reportedly a new wave of criminal behavior called organized stalking which deploys such weapons of electronic torture, and which presumably (as stated above) serve the dual function of testing and carrying out all manner of behind-the-scenes vendettas. Yet, at just the same time, and virtually to the same extent, neuroscientists are discovering unknown and unacknowledged powers and properties resident in this very same nexus of biological function, thought, feeling, and reflection. There is, indeed, an upside of “neurotechnology.” Researchers are in possession of fantastic new scientific knowledge of higher human capacities of the brain and nervous system, not to mention the psyche and “higher mind.” To its credit, current science has shown that the pineal gland probably produces DMT, a chemical agent linked to mystical states. A division of neuroscience research has accumulated evidence that that the brain is somehow “wired” for “God experience.” Brain scientists have even researched the Tantric Yoga teaching that the nervous system contains the potential of kundalini, said to be the seed and secret of evolution of higher consciousness.

Indeed, we might say that, just to the extent that we have the ability to use new technology and science to enhance consciousness, to the very same extent we now have the ability to use the same tools to destroy the mind and psyche as weapons.

The U.S. government first woke up to the threat of energy weapons when, in the early 1960s, it was discovered that the Soviets had been directing electromagnetic and microwave emissions at the U.S embassy in Moscow. This covert beaming caused a wide range of documented physical and mental illness among U.S. personnel, and very likely led to the eventual death of the U.S. Ambassador himself. (Ambassador Walter Stoessel died of a rare blood disease similar to leukemia.)

The reality of these attacks was first discovered in 1962. The discovery quickly led to the initiation of a large and complex research project funded by the CIA and code-named “Project PANDORA,” which was initially tasked to study the effects of the Soviet microwaves on both animals and humans. Typically, the CIA did not inform the embassy personnel of the Soviet’s energy attack on them for many years, while it secretly studied the effects of the beams on personnel and even monkeys that were placed in the embassy. PANDORA scientists later carried out further studies on monkeys in laboratories thereafter, which significant results. Researchers soon discovered that animal brain waves could be altered directly by ELF fields; their brains would fall in phase with ELF waves. These waves could easily pass through the skull, which normally protected the central
nervous system from outside influence. Many people don’t understand that electromagnetism is inherent in human anatomy and
controls human physiology. Every time a muscle moves, there are electrical discharges. Brain waves are electrical, all the sensory information that moves through the body to the brain is electrical. Enzymes, which keep the whole organism of the body informed about various aspects about itself, are electrically influenced. Cell division is electrical, the signal for the body to initiate wound healing is electrical, and the heartbeat is electrical.

Finally, in April 1976 the Secretary of State Henry Kissinger sent the following telegram to the U.S. Embassy in Moscow that summarized the conclusions of the agency’s covert study of the Moscow signal.

Subject: Radiation and UHF and Electromagnetic Dangers

Beginning in 1960 the Soviet Union directed the high frequency beams of radiation at the U.S. Embassy in Moscow which were calculated not to pick up intelligence but cause physiological effects on personnel. The effects the Soviets calculated to achieve in the personnel serving (at least as early as 1960) included (A) Malaise (B) Irritability, (C) Extreme fatigue. At this time the Soviets believed that the induced effects were temporary. Subsequently, it has been verified that the effects are not temporary.
Definitely tied to such radiation and the UHF/VHF electromagnetic waves are: (A) Cataracts, (B) Blood changes that induce heart attacks, (C) Malignancies, (D) Circulatory problems, and (E) Permanent deterioration of the nervous system. In most
cases the after-effects do not become evident until long after exposure—a decade or more. (x)

Such is the first formal high-level report on what are the now-familiar symptomsn of EM attack being reported all over the globe. By the late 1960s, according to the History Channel and many other sources, U.S. government-funded scientists such as
well-known researcher Dr. Andrija Puharich had discovered monumental facts about electromagnetic frequencies and human consciousness. Puharich showed, for example, that ELF electromagnetic fields (i.e., extremely low frequencies that are measured in Hertz, or “Hz”), if delivered to subjects under controlled conditions, had specific and predictable neurological effects if calibrated to very specific frequencies to the nearest hundredth of a Hertz:

• 6.6 Hz could predictably cause depression in a normal subject
• 7.83 Hz led to an altered state associated with a pleasant feeling

Normal brain waves naturally occur a band between 1 and 20 Hz, in the same range as the so-called “earth” frequencies—the 7.83 Hertz-earth resonance frequency known as the Schumann Resonance.

Think of it this way: the Earth is wrapped in a donut-shaped magnetic field. Circular lines of flux continuously descend into the North Pole and emerge from the South Pole. The ionosphere, an electromagnetic-wave conductor, 100 kms above the earth, consists of a layer of electrically charged particles acting as a shield from solar winds. Naturally occurring electromagnetic waves are related to the electrical activity in the atmosphere and are thought to be caused by multiple lightning storms. Collectively, these waves (i.e., the Schumann Resonance) are strongest at 7.8 Hz. These are “quasistanding extremely low frequency (ELF) waves that naturally exist in the earth’s ‘electromagnetic’ cavity, the space between the ground and the ionosphere. And these ‘earth brainwaves’ are identical to the spectrum of our brainwaves.”

Because of the proximity of ambient earth-frequency waves, artificial EM waves would be hard to direct at a person using conventional radio transmission that, for example, were aimed at an intended target or at a specific crowd in a clearly defined
areas, such as in a battlefield situation. Instead, scientists learned that they could direct a extremely high-frequency microwave beam, which is then “amplitude modulated” at exactly the same rate as the desired brain wave. Later, Dr. Gordon J. F. Mcdonald, presidential board of science advisor under President Johnson, extended this thinking, and theorized that one could modulate a signal in the ionisphere that would have the same effect on targeted individuals on the ground. Decades ago, presidential policy advisor Zbigniev Brzezinski wrote the following about MacDonald’s work: “Political strategists are tempted to exploit research on the brain and human behavior. Geophysicist Gordon J.F. MacDonald, a specialist in
problems of warfare, says accurately-timed, artificially-excited electronic strokes could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth . . . in this way one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period . . . no matter how deeply disturbing the thought of using the environment to manipulate behavior for national advantages, to some, the technology

Brzezinksi was right, of course. According to Dr. Armen Victorian and many other sources, PANDORA was a stepping-stone to a massive expansion of research and extensive testing of these findings, research that has been conducted ever since by the
Army, Navy, Air Force and CIA, often with “non-volunteer human test-beds.” Years later, even in the face of a flood of court cases brought by unwitting victims, “no liability has ever been admitted by the establishments or their contractors,” writes Victorian. “The situation remains the same today . . . U.S. military interest in electromagnetics is now well established.”

A few scientists have been open about the capabilities of controlling human consciousness and behavior with EM technology. One such researcher is Dr. Elizabeth Rauscher-Bise, who has worked at Lawrence Berkeley National Laboratory and Stanford
Research Institute, and as a research consultant to NASA and the U.S. Navy. In 2003, Rauscher-Bise told private investigative and independent journalist Joe Vialls (now deceased) that she had long ago identified the specific frequency effects needed to induce nausea, happiness, and many other behavioral states decades ago. “Give me the money and three months,” she boasted to Vialls, “and I'll be able to affect the behavior of 80 percent of the people in this town without their knowing it. Make them happy—or at least they'll think they're happy. Or aggressive.”

Elizabeth Rauscher-Bise is reportedly above board with her work, having demonstrated the effects of various frequencies quasi-public forums. Vialls tells the story about “one memorable demonstration in California, [when] she turned a specific brain wave on all students in the left-side of her auditorium, whereupon their teeth started chattering collectively and uncontrollably. When the unaffected students on the right-side of the auditorium suggested this might be some sort of trick, Elizabeth Rauscher-Bise
calmly turned the specific brain wave on them instead. The right-side now suffered exactly the same fate, watched by the stunned, but no longer affected students on the left- side.” (x)

The Militarization of American Neuroscience

While developments in brain research are touted for their amazing therapeutic advances in the medical field, they primarily serve the purposes of the U.S. military. Americans have little idea about the research concerning the capabilities of electromagnetism, directed acoustics, or computer-human interfacing. The majority of Americans do not know that we are currently using these new-concept weapons in Iraq and Afghanistan.18

The 1990s had been declared “The Decade of the Brain,” which meant to the covert world that much more federal funding for neuroscience defense research would pour into the Defense Advanced Research Projects Agency (DARPA). With this infusion, more than four decades of clandestine support for the weaponization of brain research reached its culmination in increasingly advanced discoveries about how to create and deploy electromagnetic weapons targeted at the human nervous system.19

By 2008, Department of Defense spending on this category of technology had
reached a half of a billion dollars a year, according to former Pentagon analyst William
Arkin, now with the Washington Post.26 Although rarely reported to Americans, the field
is large and growing—and this dollar estimate does not cover “black budget” programs.
Indeed, DEWs are now a routine part of the defense establishment. The website for a
recent trade show held near the Pentagon in Arlington, Virginia, touted the show’s
“unparalleled speaker faculty” and its dozens of displays of the newest technologies. A
new book entitled The E-Bomb, by J. Douglas Beason, states that directed energy will
“revolutionize warfare.” 27 Today, neurotechnology appears to be the captive of today’s
materialistic, warlike, profit-driven culture. But in truth the hubris of some
neuroscientists and their sponsors will be seen to merely represent one passing phase in
the evolution of consciousness. Ironically, the “upside” ability of neuroscience to support
the enhancement of human potentials contains the seeds for liberating us from the
dangers reviewed in this essay. Democratic oversight at the national and global level will
be crucial in this transition, but replacing brain-science reductionism with an expanded,
holistic picture of human consciousness may well be the most critical factor.

Energy Weapons in the Twenty-First Century Battlefield

The Moscow embassy event was a turning point in a larger sense as well. For millennia,
the weapons of warfare has been kinetic—a brute, gross affair of simply hitting the
enemy with a sword, an arrow, a bullet, or a bomb. But beginning with this Soviet
experiment, and especially in the current millennium, a completely new physical
principle of hitting an adversary is being applied: energy, that is differing frequencies on
the electromagnetic spectrum being applied on individuals or groups for different effects,
from disorientation to death.

The technology has advanced sufficiently that “directed-energy weapons” (DEW)
or EM (electromagnetic) warfare is seen in some defense circles as the “future of war,”
and can now be shown to be an established feature of modern warfare. Much of it comes
under the military category of “non-lethal weapons,” though the lethal potential of some
EM weapons, such as HAARP, can be immense.

Above-ground versions of energy weapons are used in the battlefields of Iraq,
Afganistan, Israel, and elsewhere, and they are increasingly acknowledged to exist by
military authorities as war reporters begin to increasingly witness the grisly results of the
revolutionary change from kinetic weapons to energy weapons.

Among the more benign weapons is “active denial technology,” which produces
enormous pain by allegedly boiling the molecules of water in the human skin without
damaging the skin itself. It employs pulsed electromagnetic radiation at a frequency of 95
GHz with a range of about 600 meters. The ADS weapon’s beam causes pain within 2 to
3 seconds, and becomes “intolerable after less than 5 seconds.”

Item: Exotic weapons used in the 2006 Israeli-Lebanon war

On August 7, 2006, witnesses stated that directed-energy weapons and other exotic weapons were used
repeatedly in the Israeli-Lebanon war. One of the researchers of this event, Italian Professor Paola Maduca,
requested that a United Nations international tribunal be set up to look into the charges. Professor Maduca
cited “countless reports from hospitals, witnesses, armament experts, and journalists that strongly suggest
that new weapons [were] used,” and pointed to the presence of “new and strange symptoms amongst the
wounded and the dead.” These included (warning—this description is graphic): “Bodies with dead tissues
and no apparent wounds; ‘shrunken’ corpses; descriptions of extensive internal wounds with no trace of
shrapnel, corpses blackened but not burnt, and others heavily wounded that did not bleed . . . Many of these
descriptions,” writes Maduca, “suggest the possibility that the new weapons used include ‘direct energy’

weapons, and chemical and/or biological agents, in a sort of macabre experiment of future warfare.” (x) See

Item: Clandestine EM weapons deployed in Iraq neighborhoods

According to reliable reports, GIs faced with restive Iraqi neighborhoods were sometimes directed to install
hidden transmitters that saturate areas with “pacifying” or disorienting electromagnetic frequencies.20 “The
idea behind microwaving Iraq’s more restive cities,” said one on-the-ground source, “is to keep them so
agitated that they cannot coalesce into a full force of resistance fighters . . . The silent frequencies daily
sweeping Fallujah and other trouble spots are the same Navy ‘freqs’ [frequencies] that drove whales nuts
and made them go astray onto beaches.” For more targeted crowd control, less sophisticated weapons
mounted on Humvees were used to beam microwaves that flash-burn exposed flesh.21

Secretary Michael Wynne stated in 2007 that “nonlethal weapons should be tested on U.S. civilians before
being used on the battlefield,” referring to the use of EM weapons in crowd-control situations. “The object
is basically public relations,” said Wynne. “Domestic use would make it easier to avoid questions from
others about possible safety considerations.” 24

If an official at this level is ready to admit “domestic use,” then we can be very
sure such tests are occurring.

Targeted individuals call attention to covert uses of EM weapons

According to abundant evidence, there can be little doubt that covert forces have been
actively testing these devices on citizens, just as the Air Force chief stated, and as Senator
Daniel K. Inouye alludes to in the above quote.

The year 1975 witnessed the greatest revelation of the fact that the government
has actively researched political control technologies on its own citizens as test subjects.
Extensive Cold War-related “mind control” research took place between the 1950s and
1970s and is epitomized by the CIA’s notorious, illegal MK-ULTRA program, an early

attempt to narrow the gap against Russians’ sophisticated “psychtronics” research.
Project MK-ULTRA was first brought to wide public attention in 1975 by the

U.S. Congress, through investigations by the Church Committee, and by a presidential
commission known as the Rockefeller Commission. Investigative efforts were hampered
by the fact that CIA Director Richard Helms illegally ordered all MK-ULTRA files
destroyed in 1973; the Church Committee and Rockefeller Commission investigations
relied on the sworn testimony of direct participants and on the relatively small number of
documents that survived Helms' destruction order.[4] The hearings revealed that over
thirty universities and institutions were involved in an “extensive testing and
experimentation" program which included covert drug tests on unwitting citizens "at all
social levels, high and low, native Americans and foreign.” All told, the program consisted
of 149 projects at 80 universities and other institutions involving drug testing and a
variety other studies on unwitting human subjects, including numerous studies using
electromagnetic technologies.
But this is just one example of the fervent use of Americans as test-beds for new
weapons.

By 1963, 1,200 nuclear weapons tests conducted at the Nevada test site had
exposed every person in the U.S. to deadly radioactive fallout, causing millions of fetal
deaths, spontaneous abortions, stillbirths and birth defects. The U.S. government also
conducted over 4,000 radiation experiments on individual human test subjects without
their informed consent. The delayed effects of decades of radiation exposure from
weapons testing are today demonstrated by a U.S. population plagued with epidemic
cancer and heart disease, neurological disorders, low fertility, chronic fatigue, obesity
(thyroid involvement), immune system dysfunction and learning disabilities. Dr. Leonard
Cole’s 1994 testimony before a Senate Committee regarding 45 years of open air testing
revealed that military aircraft had sprayed American cities with bacteria, fungus and
carcinogenic chemicals.

And according to the research of journalist Amy Worthington, the toll of
unwitting test subjects may now be as much as a half million: “The Secretary of Energy
under Clinton, O’Leary, warned that over a 40 year period, 500,000 had been unwitting
test subjects for military research on non-lethal weapons, including MKULTRA who
claims among many victims, Ted Kaczinky, the Unabomber. There is no way to know
who these people are or how to help them because there is paranoia in the military and no
oversight in Congress. These black projects probably don’t even make it to the

In 2010, such programs continue apace. The discovery in 2005 of the NSA’s
warrantless surveillance of millions of American phone calls, e-mails, Internet activity,
text messaging provoked alarm at our loss of privacy. But groups such as Freedom From
Covert Harassment and Surveillance (FFCHS), a human rights organization, claim that
rogue elements of the government and corporations use advanced surveillance capabilies
to support the identification, tracking, and covert stalking of private citizens for the
purposes of carrying out covert attacks of a bewildering variety on thousands of citizens.

In recent years, these thousands of targeted individuals (or, “TIs”) have discovered

one another and have formed citizens groups, worldwide. TIs have even joined forces
globally. In fact, for the first time, a global coalition of TI organizations met on October
21, 2006 in hopes end this form of terrorism.

A notable example is African American novelist and National Book Award winner
Gloria Naylor, whose story started in 1996 when she moved to secluded St. Helena
Island. A minor fracas with a crotchety neighbor, whose brother worked for the National
Security Agency, set into motion a series of events that made Naylor the object of close
scrutiny by the government. The intensely private Naylor found herself in the company
of other prominent black writers and activists targeted by the government with electronic
harrassment. She was harassed until she feared for her sanity and consulted a psychiatrist.
When she discovered that her tormentors were using mind-control techniques, she fought
back with the only weapon she had—her writing talent.

Naylor was among those participating in an international event known as the
“World Day to End the Silent Holocaust.” In this historic gathering held in 2006,
scientists, former intelligence officers, legal experts, published authors and others from
eight countries launched an international coalition to strengthen awareness about the
hidden crime wave involving electronic harassment and mind control, and to press for
investigations and government enquiries. The sponsors of the conference were Freedom
From Covert Harassment (FFCH) and Surveillance and Duprevent International.

Aside from Naylor, speakers included Dr. Robert Duncan, Ph.D. (artificial
intelligence expert from Harvard University and former defense scientist) who is himself a
once a targeted individual; Dr. Nick Begich, author of Angels Don’t Play This HAARP
(whose work is covered below); and Dorothy Lay, heiress of the Frito-Lay fortune and
founder of the Lay Foundation. Representatives from Australia, Canada, the Netherlands,
the United States, Belgium, Austria, England and India attended, indicating that this
criminal activity is more widespread than most realize.

At the event, human rights activist and event co-organizer Deborah Dupre stated
that common targets include whistle blowers and peace workers, and estimated “a
minimum of two million innocent citizens globally are presently tortured in-home and [in
their] community” by electronically stalking and related crimes. She cited for example the
findings of the Toronto Rape Crisis Center which recorded numerous cases of clients,
especially single women, who are apparently being targeted. These women presented
consistent stories and physical symptoms “attributable to microwave weapons assaults
on them.”

More recently, on April 16, 2010, FFCH in alliance with Ms. Connie Marshall,
candidate for mayor of Louisville, Kentucky convened a press conference in Louisville to
call attention to a new wave organized stalking and electronic torture. The presenters
charged that the perpetrators of these crimes range from rogue elements of every level of
government to corporations and even private citizens with access to the technology.
Speakers included a Missouri statehouse representative; the former vice-mayor of
Wilmington, NC; as well as a clinical psychologist, a telecommunications engineer, and a
mechanical engineer; and Dr. John Hall, an anesthesiologist and author of an important
new book on this phenomenon entitled A New Breed: Satellite Terrorism in America.

According to Hall, “our government satellite surveillance systems are a new way for
criminals to gain possession not only of our financial lives, but our most precious
resource: our minds.”

Electronic Harassment of Activists, Dissidents, and Whistleblowers

Covert use of energy and mind-control weapons against activists in domestic populations
is focus in this essay—that is, the deployment of such weapons as “political control
technology”—and the examples are many. Here are just a few that suggest the wide range
of victims and techniques of attack:

Item: EM warfare against UK anti-nuke activists in 1985 investigated by UK Parliament

In late 1985, the women living in the anti-nuke peace camps at Greenham Common began to experience unusual
patterns of illness, ranging from severe headaches, drowsiness, menstrual bleeding after the onset of menopause, to
bouts of temporary paralysis and faulty speech coordination. An Electronics Today (Dec.1985) report concluded:
“Readings taken with a wide range of signal strength meters showed marked increases in the background signal level
near one of the women’s camps at a time when they claimed to be experiencing ill effects.” Since then, hearings on
have been held by the British and European Parliaments.

Item: Bush White House reportedly used microwave weaponry against Americans

According to journalist Tom Flocco: “Reports from several federal agents confirm that the Bush White House—in
conjunction with at least one foreign government—is employing several types of clandestine electronic weapons
technology against U.S. citizens. Federal agents are reportedly concerned that the technology can also be directly
aimed at Americans inside and outside homes via satellites which are able to monitor citizen movements. The agents
say the White House has assembled a list of individuals who it considers to be a direct threat to the presidency of
George W. Bush; moreover, FBI, CIA and NSA teams all have access to this technology and the capability of using it
on U.S. citizens and legislators critical of the White House. The pulse beams and microwaves are being directed at a
small group of prosecutors, whistleblowers, military officers, journalists and activists using the techniques in varying
degrees of strength to sicken, weaken, immobilize, render ineffective or ultimately murder individuals with inside
knowledge and evidence of Bush administration crimes. Drawn over a longer period, the medical effects causing
death are less noticeable and less questioned by medical personnel. Congress is well aware of the technology but
refuses to employ the proper oversight, control and prosecution necessary regarding an ongoing, pervasive and outof-

Item: Renowned UFO researcher suffers repeated attacks by EM weapons

Perhaps the nation’s leading UFO disclosure advocate, emergency physician Steven Greer, MD, founder
and director of the Disclosure Project, revealed that he has frequently been a victim of electronic
harassment by opponents in what he calls the “Shadow Government.” In his 2006 book, Hidden Truth–
Forbidden Knowledge, he writes: “Every night at 4:20am, as I was sleeping in my bedroom at home, there
would be an almost sub-audible click, and I would be hit by an electronic weapons system. I would become
violently ill and so sick that would get up and be nauseated, vomiting, with diarrhea, diaphoretic. The
bathroom would be literally soaked with sweat, because I had almost no blood pressure, and I would
collapse on the floor of the bedroom, near death. This happened to me night after night, day after day. It
was horrifying. It lasted for only 10 to 15 minutes. I know that this rogue group was trying to make me stop
what I was doing—but I refused to stop.” Greer claimed the ability to remote view his victimizers,

witnessing a group sitting at an electronic control panel that was operating psychotronic equipment at an
underground facility. “And then I saw them seeing me. They had such a look of shame in their eyes. They
looked away, and it all ended. After this, they stopped the nighttime attacks.” Greer also said a prayer
asking God to forgive them, sending them a blessing. (x)

A remarkable article in Harper’s magazine in late 2009 cites the likely reason for the
acceleration of the use of EM weapons on activists: What is under way, stated journalist
Ando Arike, is “what appears to be the first arms race in which the opponent is the
general population.” Arike sites the history of confrontations between police and
demonstrators beginning with the civil rights era in the fifties, then the “police riots” at
the Democratic Party Convention in Chicago in 1968, to the shootings at Kent State in
1970, and to a major turning point: the fierce and successful anti-globalization
demonstrations that famously shut down a World Trade Organization conference in
Seattle in 1999. At each turn, authorities increasingly learned a hard lesson: Cops may
have their guns, truncheons, tear gas, and water canons, but dissidents and demonstrators
also wield powerful weapons: the TV cameras and public opinion—the ability of media
to galvanize increased resentment and create a legitimacy crisis for rulers when images of
the cruelty of the state power flashed across television screens.

Of course, control of volatile mobs has always been a top concern of elites through
history. Arike explains where this concern has now arrived: “The ultimate goal, it seems,
is to fight ‘Military Operations on Urban Terrain’ (MOUT), using weapons with a
rheostatic [i.e., scalable] capability that, like Star Trek’s ‘phasers,’ will allow military
commanders to fine-tune the amount and type of force used in a given situation, and
thereby to control opponents’ behavior with scientific precision.”

After their relative success in Seattle, protesters targeted economic summits in
rapid succession, swarming meetings of the World Economic Forum, the G8, and other
gatherings in a dozen major cities. But without Seattle’s advantage of surprise, they faced
increasingly elaborate MOUT tactics. The July 2001 G8 summit in Genoa was a
conflagration, with 100,000 protesters confronting 15,000 police and troops on streets
locked down under a terrorism red alert, leading to one death and hundreds of injuries in
street fighting. (x)
The soft-kill solution: New frontiers in pain compliance by Ando Arike
(March 2010) Harper's

The next big demonstration was planned for the September 2001 World Bank
summit in Washington, D.C., but organizers backed away after the attacks on the World
Trade Center and the Pentagon.

“With the launch of the Global War on Terror, ‘the gloves were off,’ as the
White House put it: authorities had free rein to target protesters as potential terrorists,”
writes Arike. Domestic “anti-terrorism” legislation would now increasingly targeted the
American population. This began with the USA Patriot Act, then the Military
Commissions Act (MCA) of 2006 (which grants the president the power to identify
American citizens as “unlawful enemy combatants” and detain them indefinitely without
charge); the National Security Presidential Directive 51 that makes it easier for the
president to declare martial law and use military troops as a domestic police force under a
variety of conditions; and culminating with the near passage of “The Violent
Radicalization and Homegrown Terrorism Prevention Act of 2007.”

Indeed, as already deteriorating economic conditions in the United States took

a sharp turn for the worse in September 2008, the Army Times reported that the 3rd
Infantry Division’s 1st Brigade Combat Team was being redeployed from Iraq to the
“homeland” with what one colonel called the “first ever nonlethal package that the Army
has fielded,” and that “they may be called upon to help with civil unrest and crowd
control.” An early test was the The LRAD (Long Range Acoustic Device) was used for
the first time in the USA in Pittsburgh during the time of G20 summit on September 2425th,
2009 among the tools in an incredible show of police brutality. Sonic weapons or
long-range acoustic devices have been used by the US military overseas, notably against
Somali pirates and Iraqi insurgents. But US security forces turned the piercing sound on
their own citizens yesterday to widespread outrage. Pittsburgh officials told the New
York Times that it was the first time the “sound cannon” had been used publicly.

The Soviet Origins of Psychotronics

A psychotronic generator can influence an individual, or a whole crowd
of people. It can effect a person’s psyche mentally or emotionally. It can
effect memory and attention span. A psychotronic device can cause
physical fatigue, disorientation, and alter a person's behaviour.

We noted how U.S. research into mind control technology was forced out into the open
for brief and embarrassing moment in 1975, after which the U.S. government returned to
the policy of suppressing knowledge its continuing research behind a wall of denials. But
the world got a much closer look at these weapons systems after the collapse of the
Soviet Union. By the mid-1990s, the new Russian government was forced to admit to
the existence of advanced mind control weapons as hundreds of victims of experiments
came forward to present cases of abuse to the Russian government, the Duma, and
Soviet press. For a time, prior to the rise of Putin, the most sensitive KGB files were
opened to amazement of Western researchers. Soviet cold-war technology secrets were
now disgorged and even offered up for sale to the highest bidder. It’s safe to say that the
story of Russian psychotronics offers us a much better look at the phenomenon than we
may ever get from the U.S. side.

Not long after the death of Stalin in 1953, the Marxist-materialist taboo on
researching the “paranormal” began to fade. A key source on the history of mind-control
research since then is Tim Rifat, a leading British scientific expert on the paranormal
and inventor in his own right of a commercial psychotronic generator for nonmilitary
uses. By the early 1960s, he states, the KGB and other Soviet agencies had launched the
scientific exploration of the weapons potential of psychic energy. “Groups of scientists
at many research institutes,” he writes “began to investigate and later harness psychic
energy. The aim of this research was to produce deadly new exotic weapons that could
tip the balance of power during the cold war. Yuri Andropov, head of the KGB from
1967 to 1982, who later became the Premier of the USSR, issued the command to
implement a paranormal warfare programme in order to develop a new form of strategic

weapon systems that could augment nuclear weapons.”

Initially, says Rifat, they researched methods of psychic spying on US military
installations and even on the brains of NATO commanders, or what the West came to call
RV (remote viewing.) In time, the Soviets became masters at literally scanning and
“reading the minds” of their opponents in the West.

Training psychics was a key activity, but in time technology became critical. A
key inside source on this cold war activity was Dr. A.V. Kalinets-Bryukhanov (now
president of the All Union Scientific Research Association) who has revealed how
research was extended into technologies for artificially stimulating RV. States Rifat: “It
was found that natural clairvoyants changed the magnetic field around them and that of
the Earth in their immediate vicinity. It showed to the Russians that RV was a field
phenomena dependent on magnetic and even more esoteric fields unknown to western
science.”

Working with the earlier research of Semyon Davidovich Kirlian (discoverer of
the famous “Kirlian aura”), it wasn’t long before Soviet discovered that something more
inclusive—“biophysical energy”—was the responsible for field effect behind RV,
telepathy, telekinesis, and other paranormal phenomena.

It was found that the biophysical field of the remote viewer flared out when he or she was lowered into the
theta state. At the Schumann resonance point of 7.8 Hz, the Earth's natural frequency, the human
biophysical field seemed to merge with its surroundings and vanish for a split second. When it came back
into being, it was many times larger than normal. While RV, this biophysical field seemed to grow smaller,
as if part of it was at the place being remotely viewed. On familiar territory, the Russians discovered that
RV was just a symptom of Out of Body Experience (OOBE) caused by biophysical translocation. In simple
language, the biophysical body moved to the distant location picked up information, then returned to the
physical body to transfer this information to the brain. With Kirlian type scanners, the Russians found that
RV was a biophysical phenomena. If the biophysical fields could be controlled, not only RV was possible,
but the telepathic knockout, the ability to render the person you were remotely viewing unconscious by
psychic means.

Thus began what Rifat calls “…the inner space arms race . . . Inner space weapon
systems had the potential to kill or drive mad entire populations by means of biophysical
and electronic technology unknown to the West in the 1970s.” Biophysical warfare in
fact became second only to nuclear warfare in the Soviet strategic arsenal.

Through a number of steps of research, Soviets next discovered that
“psychotronic generators” could store biophysical energy, after being charged by a
number of techniques, including human touch and “gaze,” and even animals and plants.
Russian remote viewers could now link themselves to psychic amplifiers “that boosted
their paranormal powers to near miraculous heights . . . Psychotronically boosted Russian
remote viewers were found to be capable of enhancing the telepathic knockout, refined
versions of which are now called remote influencing.”

It was found by Czech researchers that biophysical energy is the field effect behind psychokinesis
and RV. The psychotronic generator was discovered in ancient alchemical texts, Pavlita set about using
modern technology to improve on this psychic battery effect. Psychotronic generators draw biophysical
fields from a person, store this field and then can be used to carry out psychic effects. The Czechs found
two types of psychotronic generator, cosmic generators of which the Egyptian pyramids comprise this form
and the biological generators of which Wilhelm Reich, and his Orgone generator belong. Wilhelm Reich, a
pupil of Sigmund Freud, found that boxes with alternate layers of wool, then steel wool, could store

biophysical energy. His seminal work in the 1950s led the Soviet researchers into bettering these early
biological psychotronic generators.

An entirely new level of research led the Soviets built the world’s largest transmitter
(actually, seven massive transmitters assembled near Kiev), later code-named
“Woodpecker” by U.S. intelligence. Why Woodpecker? Because it’s beam sounded like
a woodpecker due to loud ELF (i.e., electromagnetic low frequency) modulations in the
signal when the signal was intercepted in the West on radio receivers. Ominously,
Woodpecker’s task was to beam mind-control waves at the West, powered by the
Chernobyl nuclear power complex in the Ukraine!

According to Rifat, the Soviets beamed Woodpecker’s emissions in the direction
of western Europe, Australia, North America and the Middle East. “These emissions
permeated all obstacles and were conducted into homes via the power lines of each
nation’s national grid.” The Soviets had discovered that ELF waves could penetrate the
skull and change brain patterns when broadcast at test victims. Waves at 6.66Hz makes
the victim depressed; 11Hz can make a person manic and prone to riotous behaviour.
These finding were later corroborated in the West. The KGB had studied the brain-wave
maps of pathological criminals and depressed mental patients in an effort to “remap the
neural networks in the brains of the entire western population . . . Woodpecker’s 10Hz
ELF signal went on until the fall of the Soviet Union.”

A Not So Heavenly HAARP

These new weapons are unlike anything ever contemplated by mankind. These
are systems that pierce the very integrity of the human being.

But the Soviets had no monopoly on large installations capable of emitting massive ELF
(i.e., electromagnetic low frequency) modulations into the atmosphere. The U.S. had its
own grandiose plans, though it came a bit late to the table.

In 1990, the U.S. military initiated the constructioon of the High-frequency Active
Auroral Research Program (HAARP), in Gakona, Alaska—originally a component of
President Ronald Reagan’s so-called Strategic Defense Initiative or “Star Wars,” and sold
to Congress as a tool for military communications. Very little was known to the public
about HAARP until the mid-1990s when alarmed activists based in Alaska, notably Nick
Begich, began independent research into the HAARP program.

Operated jointly by the U.S. Navy and Air Force, it is now known that HAARP
antennas generate sweeping pulses through the ULF/ELF range that bombard and
literally heat the Earth’s ionosphere with a radio frequency (RF) beam that is
concentrated and focused to a specific point in the ionosphere. (The ionosphere is the
electrically-charged sphere surrounding Earth's upper atmosphere and ranges between 40
to 60 miles above the surface of the Earth.) Generally speaking, HAARP’s effect on the
the ionosphere causes “steerable,” controllable electromagnetic frequencies to bounce
back to earth at desired locations.

The so-called HAARP antenna array is massive; it consists of 180 antennas
arrayed in a grid pattern on a total land area of about 35 acres, with a total power output
capability 3.6 billion watts. Based in large part on the pioneering work of Nikola Tesla in
